Rent control and local rules
Cities and counties in Missouri may not regulate the amount of rent for privately owned residential rental property. They also may not stop you from refusing to rent to a person because their lawful income for rent includes a federal or other housing assistance program, restrict your use of income-qualifying methods, credit scores or reports, eviction or property damage history, or criminal history under your own customarily applied criteria, limit security deposits, or give tenants an automatic right of first refusal. No county or city may impose an eviction moratorium unless state law specifically allows it.
Mo. Rev. Stat. § 441.043.1, .2 Mo. Rev. Stat. § 535.012
- A city or county may still regulate its own property, make voluntary rent agreements for subsidized rentals, and limit rent for properties assisted with community development block grant funds. Mo. Rev. Stat. § 441.043.3
- A city or county may bar discrimination against a tenant or applicant solely because they receive veterans' benefits. Mo. Rev. Stat. § 441.043.4
