The short answer
Match rental software to the property's actual housing programs, agency records and required outputs. Keep voucher payment responsibilities distinct and verify specialized certifications and submissions before choosing a system.

Identify the program and agency
Housing Choice Vouchers are not the same as every other affordable-housing program. Record the administering agency, applicable documents and contact process. Verify what is required before approval, payment or a change in tenancy.
Use HUD's landlord resources and the local agency's current instructions. A product label such as Section 8 compatible does not prove it supports every program requirement or agency submission.
Separate assistance eligibility from rental screening
For tenant-based HCV, the PHA determines assistance eligibility and approves the assisted tenancy; the owner remains responsible for rental screening and selection. A PHA may also screen for tenancy suitability under its administrative plan. Do not treat a voucher or an agency approval as a complete rental screening result. HUD's Housing Search and Leasing chapter explains these separate responsibilities.
Before configuring an application workflow, confirm the applicable program, local source-of-income protections, fair-housing requirements and lawful written criteria. Keep the owner's application decision, the agency's eligibility decision and tenancy approval as distinct records. Test who can access sensitive records and who handles corrections or accommodation requests. Use the screening workflow for the owner's workflow; a report or software status does not replace either decision.
Keep the two payment responsibilities distinct
Record the approved rent and the current allocation between housing assistance and the household's responsibility. Preserve the agency notice that supports a change and its effective date. Do not assume the full contract rent is owed by the tenant when assistance is delayed or adjusted.
Worked example: approved rent is an illustrative $1,600, with $1,150 assistance and $450 tenant responsibility. If only the $450 arrives, investigate the agency-side status separately. These sample amounts illustrate the ledger distinction; the actual allocation comes from the applicable documents.
Use the current inspection instructions
Confirm which standards and procedures the agency is using and what deficiencies require correction. HUD's NSPIRE notices page describes a compliance-date extension for HCV, PBV and Mod Rehab through January 31, 2027. That does not mean a landlord can ignore current inspection or repair obligations.
Check later notices and the agency's implementation before scheduling work or promising approval. Keep the inspection report, correction evidence and follow-up result together.
Review rent and tenancy changes before acting
A proposed increase may require agency review, rent-reasonableness review and notices in addition to the lease process. Follow the current program and local requirements rather than changing the tenant charge alone.
Consider applicable fair-housing and source-of-income rules when advertising and evaluating applicants. Do not infer what is permitted from a generic federal-program summary.
Test the recordkeeping workflow
Demonstrate separate payment responsibilities, an agency adjustment, an inspection correction and a report by property. Identify any agency forms or submissions that remain outside the platform.
Before buying software, ask which tasks are actually supported and which require staff follow-up. Retain official documents as the authority for program decisions and resolve discrepancies with the administering agency.
Match the software to the specific program
Start with the property's funding and assistance agreements, not the label “affordable.” A household may use a voucher in a tax-credit property, and a property may combine several funding programs. List every administering agency, contract, unit designation and current reporting obligation. Have the responsible specialist confirm the governing instructions, required form version and effective dates before configuring software.
| Program | Authority and records to confirm | Exact output to demonstrate |
|---|---|---|
| Tenant-based HCV and PHA-administered PBV | Confirm the PHA's process for eligibility, waiting lists, tenancy approval, inspections, assistance contracts and payment changes. Distinguish the agency's voucher waiting list from any property application list. | Link the approved tenancy documents, agency notice, effective date and separate resident/agency amounts. Reproduce an inspection correction and reconcile an actual payment period; do not assume TRACS is the landlord's HCV submission route. |
| HUD multifamily project-based assistance | Ask the contract administrator which tenant certifications, HUD-50059 records, recertification events and voucher submissions apply to the project. | Generate the required certification and voucher file for the current TRACS specification, show authorized transmission and responses, then correct a rejected item and reconcile the accepted voucher with approved assistance. Confirm access and version changes with HUD and the administrator. |
| Low-Income Housing Tax Credit (LIHTC) | Obtain the state allocating agency's current tenant-income certification, unit/building set-aside, rent-limit and reporting instructions. Confirm recertification requirements and exceptions for the actual property. | Produce the required TIC and state report or XML format, with the correct property/building/unit identifiers and effective dates. Demonstrate one household change against the applicable set-aside and show the agency's validation result, not just a generic PDF. |
| USDA Rural Development rental housing | Confirm the servicing specialist's requirements for RD 3560-8 tenant certification, rent calculations, certification events and assistance records. USDA's form instructions describe MINC transmission; confirm the permitted route for this project. | Generate the applicable certification data, demonstrate the current MINC file and response process where required, and correct an error without losing history. Reconcile resident rent, assistance and any other program-specific allocation against agency records. |
| HOME, local programs and layered funding | Ask each participating jurisdiction or administering agency for the property's agreement, designated units, income/rent restrictions, verification method, review cadence and required submission. | Demonstrate separate program designations and restrictions on the same unit. Produce each agency's current report and show how a change is reviewed across every layer without overwriting another program's record. |
This matrix is a set of verification requests, not a determination of eligibility or a universal certification schedule. HUD's TRACS resources distinguish covered multifamily assistance programs and publish technical guidance. USDA's RD 3560-8 instructions describe that certification and its transmission. Obtain the state or local authority's current instructions for your other programs.
Confirm policy implementation and technical release separately. HUD multifamily HOTMA guidance identifies program-specific implementation instructions; a newly posted draft specification does not establish that a receiving system accepts it. For a state example, TDHCA publishes Texas tax-credit compliance resources, while its Texas tenant-based assistance library supplies separate forms. These are starting points for Texas programs, not national templates or a replacement for your own agency instructions.
Compare Rentari's rental records with each specialist platform
Compare Rentari's day-to-day rental records with Yardi Breeze Premier, AppFolio and RealPage against your property's actual program and agency requirements. Start with the records Rentari supports, then verify each specialist's certifications, transmissions and exports. Official product descriptions do not establish that your agency accepts every output or that every module is included.
- Rentari vs Yardi Breeze Premier. Rentari supports day-to-day tenancy records, documents and reporting; this guide does not establish HUD/USDA certifications or TRACS/MINC transmissions in Rentari. Yardi Breeze Premier's affordable features describe LIHTC, HUD-50059, Rural Development, HOME and local records, TRACS/MINC files, waiting lists, set-asides and recertifications. Ask which configuration and additional resident workflows are included for your programs.
- Rentari vs AppFolio. Rentari supports day-to-day rental records; this guide does not establish TIC forms, state XML exports, TRACS connectivity or specialist program eligibility calculations in Rentari. AppFolio's affordable offering describes HUD/LIHTC tools, TRACS connectivity and HAP reconciliation, TIC forms, state XML reports and building set-asides. Its current plan table places affordable capabilities in Plus and above. Verify the exact state export, module and quote rather than assuming Core includes them.
- Rentari vs RealPage. Rentari provides rental software and written guidance; this guide does not establish specialist waiting-list compliance, certifications or agency transmissions in Rentari. RealPage's affordable offering describes OneSite Affordable certifications, waiting lists and reporting for HUD, tax credits, Rural Housing and public housing, alongside related leasing and operations products. Separate the software modules from optional managed compliance services and ask for the specific transmission formats, implementation and support scope.
Request the current subscription, minimums, onboarding, conversion, training, transaction fees, add-ons and cancellation terms for the same unit mix. This guide does not reproduce older vendor prices or recommend a provider for every portfolio.
Use a repeatable acceptance checklist
- Agree on the authoritative inputs. Record the program, project/building/unit IDs, household event, current income and utility schedules, governing form or schema version and reviewer. Use authorized sample data during vendor evaluation; limit access to sensitive income and identity records.
- Test selection and certification records. Show the correct waiting-list order or preferences under the approved policy, one set-aside, a move-in and a recertification or interim change. Check signed forms, notices, due dates and the history of corrections. A reminder is not a completed certification.
- Inspect the exact agency output. Request the actual required form, export or transmission file. Confirm field mapping, version, attachments, access and the submission route with the receiving agency. A generic spreadsheet, marketing screenshot or “compliance” badge is insufficient.
- Test rejection and recovery. In an authorized test or agency-approved review, follow a validation error through correction and resubmission. Preserve the original, revised file and acknowledgment. Distinguish created, submitted, accepted and paid statuses; a file saved in software proves only creation.
- Reconcile a complete payment period. Compare approved assistance and resident obligations with posted charges, received funds, adjustments and agency statements. Keep effective dates and allocations distinct. Investigate an agency shortfall through the applicable contract and agency process before altering the resident's charge.
- Verify handoff and exit. Export the household history, signed records, waiting-list events, certifications, submission responses and reconciled totals that you are authorized to retain. Confirm ongoing schema updates, staff training, support and who resolves a rejected submission after migration.
Keep Rentari's role clear
Rentari provides rental software and original written guidance. Its landlord records, resident messages and maintenance follow-up can support day-to-day organization, but this guide does not establish specialist program eligibility calculations, waiting-list or set-aside compliance, HUD/USDA certifications, TRACS/MINC transmissions or state agency exports in Rentari. Keep those tasks with the responsible staff, qualified specialist and agency-approved system. A lease addendum, payment field or stored document does not establish a complete affordable-housing compliance workflow.
Use the HCV landlord process guide and affordable-housing software scope to identify the next recordkeeping step. Confirm plan access and current charges on Rentari's pricing page; Free collection remains coming soon. Software does not guarantee program approval, rent receipt, a fixed subsidy share or legal compliance.
