The short answer
First distinguish HUD Fair Market Rent from the current asking or achieved rent for comparable homes. HUD's published measure serves housing-program purposes and is not a guaranteed market price for your particular unit.

Choose the right comparison
For pricing, compare similar location, size, condition, amenities and lease terms. Track dates and concessions. For voucher questions, use current HUD and local housing agency information instead of substituting listing averages.
Record uncertainty
Asking rent does not prove the achieved lease price. Exclude stale or materially different listings and note where evidence is thin rather than presenting a precise unsupported estimate.
Example: same area, different unit
A renovated furnished apartment and an older unfurnished unit may share a ZIP code but attract different offers. Explain the differences before using one as the other's pricing benchmark.
